About the Colorado Department of Local Affairs

The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

Description of Job

The Land Use Planning work unit exists in the Community Development Office (CDO) section of the Division of Local Government. This work unit is responsible for providing guidance, resources and direct technical assistance to local and regional governments to comply with land use requirements in state statute. Through housing needs assessments and action plans, accessory dwelling unit requirements, parking requirements, transit oriented community planning requirements, etc., the result is more affordable housing and strategic growth in Colorado communities.


The Planning Coordinator position has been created by and will focus on three new programs created by:

  • Sustainable Affordable Housing Assistance Program (Senate Bill 24-174)

  • Housing in Transit Oriented Communities (House Bill 24-1313)

  • Accessory Dwelling Units Program (House Bill 24-1152)

  • Parking Minimums (House Bill 24-1304)


The position is a vital member of the Land Use Technical Assistance Unit team, serving as the team liaison with the Office of Information Technology (OIT) and vendors to develop and refine the land use submittal online platform. The position serves as the team’s internal process facilitator, identifying strategic and efficient solutions and solving problems while ensuring internal processes and rules are followed, and institutionalizes systems and trains new team members. The position coordinates myriad internal projects and stakeholder engagement efforts.


The primary duties and responsibilities of this position include, but are not limited to:

  • Collaborate with the team to ensure consultant work is progressing on time to meet established deadlines;
  • Liaison for team with the Office of Information and Technology and the vendor to refine the land use submittal online platform; seek input from the team on the functionality that is needed and ensure the project is completed on time;
  • Review and approve consultant invoices, track expenses, reconcile payments, and monitor compliance and progress toward deadlines;
  • Track and monitor timelines and create systems and tools to help the team ensure deadlines are met;
  • Reconcile program budgets and spending by monitoring expenditures in CORE, the statewide financial system;
  • Project and analyze spend rates and alert staff to any risk of overspending; create recommendations for solutions to budget challenges;
  • Maintain and share resources for the team on department policies, rules, procedures, and requirements and train others as needed. Design and institutionalize systems to help ensure the team successfully meets all internal deadlines, rules, and requirements;
  • Assist the team with hiring processes;
  • Other duties as assigned.

MINIMUM QUALIFICATIONS


Experience Only:
Six (6) years experience in, with or for state, local or regional governments or nonprofits managing projects, reviewing and approving invoices or payment requests, and working with databases or online submittal platforms (such as client relation management systems or grant portals, for example).


OR


Education and Experience:
A combination of related education in business management, public administration, planning, geography, nonprofit management, information technology/management and information systems, finance, accounting, or a closely related field (as determined by the agency) AND experience as described above equal to six (6) years.

  • Knowledge of general land use planning or housing related concepts and practices
  • Experience providing guidance and technical assistance in land use, housing, or related matters to Colorado rural and urban local governments
  • Experience tracking budgets and spending
  • Knowledge and experience implementing systems for data collection, management and reporting

Biweekly Pay:
As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule.
